Sector Committee for Aims and Outcomes in Public-Sector Activities (MOR-gruppen)


In 2009, RJ’s Board decided to set up a new sector committee focusing on aims and outcomes in public-sector activities. Various features of performance management are under discussion, both in Sweden and internationally, and this field has also come to the attention of researchers.

 

The purpose of this Committee is to survey various tendencies in this debate and take the initiative for seminars, knowledge overviews and limited studies. The Committee comprises both researchers and practitioners, and its emphasis is international.

 

Report on performance management in development cooperation

The Committee commissioned Janet Vähämäki, Martin Schmidt and Joakim Molander to write a report on performance management in development cooperation.


Their report is based on a review and analysis of relevant literature but also of official documents, conference reports, web pages, blogs and similar material. It provides an introduction to the international discussion on performance management in development cooperation and development policy. From it, we find out when and where performance management was introduced in development cooperation, as well as about some experience gained and lessons learnt. Finally, the authors indicate a number of new, interesting research issues.


The Committee has several other activities of great interest under way. One is a book on how ways of formulating performance have changed in some central political areas; another is a conference on responsibility and accountability.
