Riksbankens Jubileumsfond steps away from Plan S
Since the year 2010, Riksbankens Jubileumsfond has generous guidelines for open science. Jubileumsfonden funds open access, regardless of costs, for projects and programs that have been granted publishing support. RJ therefore joined the group of European research funders that in the Fall of 2018 formed cOAlition S, with a shared goal: quicker transformation towards open science. The coalition wants scientific publishing to be funded through author publishing costs (APC:s), not subscriptions.
During November 2018, cOAlition S published its plan for implementing this goal: Plan S. After consultation with researchers and discussions within the Board, Jubileumsfonden decided on March 6, 2019 to step away from Plan S. Our assessment is that the process is too fast to suit humanities and social sciences. This also means that we have left cOAlition S, but we continue to support their ambitions.
Jubileumsfonden will continue to work towards an increasingly more open science, through funding immediate open access when this is viable, and by declaring all our costs for open science from the year 2020.
